The Hellenic Telecommunications Organisation S.A. (OTE), member of the Deutsche Telekom (DT) Group of Companies, is the incumbent telecommunications provider in Greece.
OTE offers its customers a wide range of technologically advanced services such as high-speed data communications, mobile telephony, internet access, infrastructure provision, multimedia services, leased lines, maritime and satellite communications, telex and directories. OTE’s vision is to rank among the largest telecommunications companies in Europe, and through its international investments (mainly in the area of South-Eastern Europe), now addresses a potential customer base of 60 million people, making OTE the largest telecommunications provider in South-Eastern Europe.
OTE’s R&D Department is involved in almost all technological and infrastructural issues, and is an active participant in many EU and international collaborative projects, for several of which it has received distinctive awards by the European Commission.OTE’s current R&D activities include broadband technologies and services, next generation / 5G network architectures, infrastructure development, security and cloud computing (also including Mobile Edge Computing (MEC), Software-defined Networking (SDN), Network Functions Virtualization (NFV), etc.), following to the actual challenges for the development of a fully competitive network infrastructure & a portfolio of innovative services/facilities.

OTE has a wide and recognized experience in research and network technologies, as well as Project Coordinator. In fact, OTE has been involved in many EU-funded research projects and has performed successful coordination and management activities for several ones. As project coordinator, it will assume the administrative and financial responsibility of the project and will represent the consortium towards the European Commission. Among others, It will take care of the administrative issues, thereby enabling the technical manager and other partners to focus upon their tasks in which they are specialized, per case. In parallel, OTE will contribute to the research and dissemination effort by mobilizing its resources and expertise as telco operator.
In addition OTE will contribute to the definition of the related network architecture as well as for the proper selection of market-led use cases. OTE will also have a strong involvement in integration, test and validation activities via the dedicated labs and related testing facilities.


MI is an experienced project coordinator with technical expertise in Internet of Things, IPv6, as well as in international law. It has been coordinating several European research projects. MI brings in a specific expertise in international law, privacy, and human rights. It has developed a legal search engine on international law and is working with the UN system and its Human rights bodies since 1996. It will enrich the project with an international and cross-domain perspective. MI has initially designed the UPRAAT privacy risk assessment methodology in the EAR-IT project and will support the project with a server infrastructure. Finally, MI will contribute disseminating the projects’ results as ITU-T member, as host and Board members of the IoT Forum and vice-chair of the IEEE Subcommittee on the Internet of Things, as well as with its special consultative status to the UN.


IIP – the Istituto Italiano per la Privacy, or Italian Institute for Privacy, is a research center dedicated to the thematics of cybersecurity and protection of personal data in global ICT society. IIP bring its expertise in privacy and data protection law into the consortium, specifically contributing to define the legal requirements of Privacy Flag’s tools and activities. It will deploy within the project its capability to bridge different interests, since it involves in its network the best Italian specialists in Privacy Law, but also significant representatives of the public and private spheres. Finally, it will contribute in spreading the results of the project to the wide public, by using its working tools (website, articles, quarterly conferences, workshops) and privileged relationships with Italian and european stakeholders, such as the Italian Data Protection Authority as well as many players of high technology content markets.

Velti is a leading global provider of mobile marketing and advertising solutions that enable brands, advertising agencies, mobile operators, and media to implement interactive and measurable campaigns by communicating with and engaging consumers via their mobile devices. Velti holds a dedicated department for innovation, research & development with analytical and innovation skills with a broad range of expertise: from technology architects to experienced technical/business analysts, solution consultants and user experience/concept designers. Velti has substantial expertise in web frameworks/languages, big data solutions and mobile applications development frameworks, developing and operating scalable Enterprise-level and WEB2.0 level platforms to support millions of concurrent consumers. In the past Velti innovation team has participated in a number of EU FP7 research projects, examples of which are EFIPSANS, SKYMEDIA, DIG, 3DTVS, TEFIS. Velti has developed expertise in the area of transparency and data privacy with two active EU FP7 funded projects OPENi and USEMP. Velti also brings in the consortium its expertise in the (monetary) valuation of end users’ personal data that are collected by online social networks and web browsing.



DNET has extensive experience in the Internet of Things, web applications and mobile technology. The company is participating in several FP7 projects focusing on implementation of IoT based solutions relying on heterogeneous sensors with involvement and engagement of users (SocIoTal, IoT Lab. Citi-sense) which puts it in an excellent position to play an active role in this project. Moreover, the core team of Dunavnet has an extensive experience in leading the architecture design of several FP7 research projects and has a n extensive expertise on the IoT-A architecture reference model. DNET will also contribute to dissemination of the projects’ results at trade fairs and exhibitions, as well as through own contacts with media and other promotion channels, in particular social networks.


UL – University of Luxembourg and its Security and Trust Interdisciplinary Centre (SnT, with its stakeholders form a Luxembourg cluster that provides a smart city infrastructure for several end user (city, government, utilities, citizen, or small business applications) tests. UL/SnT has set as one of its key focal areas, the Future Internet Public Private Partnership launched by the European Commission, where it intends to be a key player offering, security and trust expertise, security test beds and large scale citywide test beds. In detail, SnT maintains a security test bed and drives cooperation with local companies and institutions such as SES-ASTRA, P&T Luxembourg, Telindus/Belgacom and many other industry partners. The focus of the SnT is also on data protection and network anonymization techniques as well as on traffic analysis in general. UL will work on the security and privacy issues in the Privacy Flag project researching the possibility of performance-driven anonymization techniques, analysing limits of traffic analysis of encrypted data streams and developing efficient countermeasures to hamper this analysis for enriching and optimizing the security and privacy features when using services in the Future Internet. Finally, SnT/UL will bring value added for the dissemination/standardization of the project results, thanks to its strong contact with international fora (e.g., IPv6 forum, etc.), and standardization body (IETF, M2M, etc.).


CTI has internationally recognized expertise in wireless sensor networks (protocols, systems, architectures, testbeds), with particular focus on applications of sensor networks and IoT technologies to smart automation for energy efficient buildings. A recent trend pursued relates to crowdsensing, particularly on incentivization of users to offer the sensor readings of their smartphones in crowdsourced scenaria. A special focus is the investigation of crowdsensing projects (Car-based Mobile Crowd Sensing, Large-Scale Mobile Crowd Sensing through Monetary Incentive) at the IoT Lab of Prof. Jun Luo at NTU in Singapore. CTI participates in relevant EU projects, such as IoT-Lab (on IoT crowdsensing), ABC4TRUST (on privacy and security via minimal use of attribute based credentials), as well as national projects, such as the Digital Trust project for all high schools in Greece. The site has created and coordinates well known relevant events, such as ALGOSENSORS (International Symposium on Algorithms and Experiments for Sensor Systems, Wireless Networks and Distributed Robotics) and DCOSS (IEEE International Conference on Distributed Computing in Sensor Systems).


HWC – HW Communications Ltd (HWC) is focussed on advanced research and development in mobile and wireless communications, which have been implemented as bespoke solutions for external companies and government agencies. More recently HWC has also targeted the transfer of the technologies developed in the research laboratory into its own range of secure and resilient communication products. HWC’s unique breadth of capability spans all layers of the communication stack, allowing for optimum consideration for secure and resilient communication systems. Cyber Security & Resilience has been at the core of HWC’s activity right from the start. Within the past 24 years, HWC has developed its capability from its baseline academic foundation in information theory and cryptography and developed many solutions for securing communication systems and ensuring that their operation is reliable and trustworthy. Through both commercial and publicly funded R&D, HWC remains on the leading edge of Cyber Security and Resilient Communications. Research activity is grouped into Protection of People and Infrastructure, Protection of Identity, Privacy and Trust.


LTU – Luleå University of Technology is a university in Northern Sweden that combines engineering science with the humanities, arts, social sciences and natural sciences. One unit at the university is the Centre for Distance-spanning Technology ( – a competence centre within LTU where the ICT- industry and public organisations work closely together with academia to develop new ICT innovations. CDT has produced a number of major results since the establishment in 1995. CDT creates and develops knowledge based innovations to new business by creating and managing well integrated Research, Development and Innovation (RDI) projects based on advanced information technology that bridges distances in time and space for IT-oriented companies and entrepreneurs. CDT has substantial expertise in methods and tools for user-driven innovation and research dissemination and exploitation. The team has more than 20 years of experience from research and development within the field of user-centred and user driven service innovation. Within this area a particular expertise is in the design of digital services, crowdsourcing, user empowerment theories and practices and privacy by design. The CDT team has participated in a number of EU FP7 projects involving user-participation, user empowerment, crowdsourcing, social media and privacy and security.


AS – Archimède Solutions SARL is a company located in Switzerland providing consulting services and involved in research projects. It initiated and coordinated the UDG research project on Internet of Things interoperability. The UDG technology is used to integrate legacy systems into IPv6, CoAP and M2M standards and is designed to support large scale deployments, including for smart cities. AS coordinates a network of experts and a privacy certification service. AS will research the potential of labelling and certification process based on the Privacy Flag model. It benefits from its location and proximity with large standardization organizations (ISO, IEC, ITU, etc.) to explore the potential adoption of the Privacy Flag labelling model by standardization bodies.


NKUA – The National and Kapodistrian University of Athens (UoA) was founded on 3 May 1837. The Faculty of Law offers various educational opportunities in the area of general law as well as specific knowledge covering all aspects of modern national and European Law. It participates in research and educational activities under the scope of EU-funded programs, with the aim of promoting academic interchanges with other European and/or international institutions. It also has a long experience in issues related to the Information Technology Law as well as in aspects about legal and/or regulatory matters affecting the provision of modern electronic communications, in a variety of Internet-based facilities and infrastructures. The Software Centric & Autonomic Networking (SCAN, group is a pioneering lab in the Dept. of Informatics & Telecommunications of UoA, within the Communication Networks activities in the Department of Informatics & Telecommunications (DIT, SCAN group has achieved more than 600 publications and 4,500 citations whilst also support around 15 BSc/MSc/PhD dissertation theses, per year. The group has been very active in EU funded projects, participating in 16 EU Funded Projects (since FP6); 4 coordinated by SCAN. Moreover, it has strong relations with the industry in national and International level, with 10 Industry Contracts. The expertise of the group spans across Mobile/Wireless Communications, Network Management and Software-Defined Networks (SDN) – Network Function Virtualization (NFV), Autonomic Communications, Big Data, IoT and Smart Cities and Privacy and trust aspects.
